As long as the puppies stay close to their mother, or to each other they are provided with some alternate heat source.
With a singleton things are little more complicated - and its a fine balance. If the puppy gets to much artificial heat they become warm, fat and lazy with plenty of milk on tap - which offer develops into swimmers. Not enough heat and they struggle to thrive.
